| Ms. Coutts provides Auburn Group with vast experience in the “trenches” of government at several levels. She is an experienced manager who has been a county executive officer and a state-level Management Audit Supervisor |

| She has often been called upon to develop contracts, presentations, reports,
audits and training programs that made a significant impact on the effectiveness of her organization. She has been responsible for personnel selection and has served regularly on panels and selection boards as a trusted evaluator of present and prospective employees in government.

Gloria's trusted talent for comprehensive, fair assessments has placed her in
charge of state program reviews, procedural rewrites, training development, budget origination, special investigations of embezzlement and compliance audits.

| She has developed fifteen performance-focused county budgets and secured
approval for a ten-year capital financing plan of $300 million at the county level.

| Gloria is a very experienced public sector professional whose experience from
Park Director to state-level Senior Auditor to County Executive places her in a
unique category of consultant and trainer for our government clients. We are very
